I have to modify slightly my previous acceptance of this summary. This
leaves out one really crucial part of the history, which was the protocol
design contest organized after 2778 and 2779 were done. It was the sheer
number and incompatibility of entries in that contest, plus the inability to
find any way to choose a single best approach, that led to the 3 camps,
council of nine, multiple working groups, etc. etc.
