RE: Loops (was RE: Preliminary minutes, IMPP at IETF55)

The problem with putting a hop-counter in MSGFMT is that MSGFMT has
end-to-end security properties that are specifically designed to tunnel
transparently through gateways. The gateways that would be modifying this
hop-counter could not decrement the hop-counter without violating integrity
properties of the MSGFMT body.
