typos in cpim-msgfmt

Typos:
section 1.2 "obliterates most attempt at achieving" should be "attempts" so
"obliterates most attempts at achieving"

section 1.3 bullet would look more like other if "to clearly separate
message" was changed to "clear separation of message"

section 4.7, Description.  The first sentence "Declares a namespace prefix"
looks like a cut and paste error from the previous section on the 'NS'
header.  This section is about the "Requires" header.

section 11 references -- reference for xml spec is old, there's a newer
version.
