A fourth case is where the notifications are going into a log,
and a fifth case is where the notifications are being used to
drive alarm processing using the alarm MIB.
One would not want to have to do after-the-fact lookups to
process the log to figure out what was happening, and the alarm
MIB works best when all the bits needed to decide state transitions
are present in the notification in discrete variable bindings.
