Unfortunately, I have not been able to locate ES 201 970. However, you
may want to make sure that the distinction between

(1) special dial tone and stutter dial tone, and

(2) congestion tone and reorder tone

is unambiguous. As far as I can see, they are in many cases (but not
always) used as synomyms.

This is an opportunity to remove any possible confusion, of course.
