Considering the draft some more...

A standards track document should specify and contain everything that 
needs to be known and understood in order to implement the specified 
methods.

However, this draft reads more as an overview of the methods, rather 
than a specification of them. While reading it gave an idea of the 
available methods, what actually needs done to correctly implement each 
method is not spelled out. eg, there are only two MUSTs in the document, 
both in the first paragraph of section 1. The average over all the IPFIX 
drafts is over 15 MUSTs.

In short, it seems more Informational than Standards track.
