Another new aggregation revision; this adds section 5.1.3 on direct external interval aggregation in response to Rahul Patel's (missed in the -02 revision) comment. 

Please review -03 instead. :)

Process question: given the ongoing work here to address comments, would it make sense to extend the WGLC period on -a9n?
