Aren't you really asking about multiple Send Queues
and a single Receive Queue for a "Queue Set"?

The Queue Set would still look like a Queue Pair *to the
outside world*. Does this feature require anything more
than a custom local interface? Wouldn't it be wrong to
consume QP IDs for the sending QPs when in fact you
did not intend to receive upon them?
