The IP over RPR working group has met its November 2002
milestone, specifically:
        NOV 02  Publish first draft of the Core IP-over-RPR 
               specification as an Internet Draft. This draft covers the 
               first level of 802.17/IP interaction.
which was published 6 December 2002 as
        draft-ietf-iporpr-core-00.txt
