[PWG5100.20] Issue #118: References to logos and/or logo policy should point at files with no date codes

If the IPP Everywhere logo policy or the logo files themselves get updated,
the references in this document should point to copies that don't have a
date code, so that they avoid becoming stale when the policy or the logos
are updated.
