[PWG5100.14] Issue #126: Add tests for both "media-needed" and "media-empty" to IPP tests

The difference between "media-needed" and "media-empty" is not very obvious
to readers of RFC 8011. We should include tests for both "media-empty"
which can be present any time there is an empty tray, in addition to the
existing I-20 test for "media-needed".
