Release Printing with INFRA

I've posted the following on the IPP Wiki for discussion:

Basically, one of the open issues with INFRA is how to support Release Printing.  I don't think there is a huge amount we need to do, but we *do* need to say something when we update INFRA and SYSTEM so that this popular enterprise use case is covered, interoperable, and secure.
