[PWG5100.19] Issue #129: Add guidance on whether to precede Job Creation operation with "pre-check" Get-Printer-Attributes query

Some Clients will precede their Job Creation operation with a "pre-check"
to "make sure the printer will accept the Job" using Get-Printer-Attributes
and checking, for instance, "printer-state", "printer-state-reasons", or
"printer-is-accepting-jobs". For a Client and a Printer that is a Physical
Device, the optimal Client action is to proceed immediately from a
Validate-Job with the Create-Job operation, and if the Printer is not
accepting Jobs, it will reject the operation. (Print-Job and Print-URI are
both discouraged, for slightly different reasons.)
