From STD92, it was intended as a user-friendly name for the printer (something that is "more user-friendly than a URI")  I don't know that we are quite there yet... :/

I think the use/semantics remain the same, but the current definition doesn't provide implementors (printer vendors, software solution providers, etc.) enough guidance.  Thus some vendors are trying to provide a useful default (model name or hostname) while others are using "less-useful" values.  And it isn't always settable, which is something we *can* call out in IPP Everywhere.
