I have posted a stable draft of the IPP Shared Infrastructure Extensions v1.1 (INFRA) specification to:

All of the required INFRA bits are implemented in the ippsample project as well as PAPPL. I've also added support for the Release-Job extension to PAPPL (to release a held job to a specific output device).
