I am not quite sure what you are asking but I think you are asking if you discover that a target has indicated that it has more than one portal with the same portal group number, can the initiator use that information to start a multiuple connection session with the target portals that are part of the same target portal group (they have the same portal group number and the same target name); then the answer is yes.

collected from two (or more) sendTargets discovery sessions?

(this would be similar to doing a SLP broadcast discovery, and creating
portal groups out of multiply discovered portals to a single target)
