I mean if a conversion will take place in a bad parser it is hard
to oversee what could happen in the end.  If a hyphen-minus is
simply passed through then functions of a C library etc will
likely just bail.  An exclamation mark, ampersand, asterisk or
semicolon do not seem to be good alternatives for passing through
(thus).  (I personally do not understand the problem of the % of
RFC 4007 regarding real-life URI usage, IPv6 scopes i have never
encountered in them myself, therefore not stumbled over problems.
I would simply use it there as necessary, and expect programs to
deal properly.)
