Actually, the draft does not introduce a change to the existing IPv6 address architecture elements including LLA, GUA and ULA. What it does is introduce a replacement for the defunct Site-Local Address (SLA) range. RFC 3879 deprecated site-locals, but what the current draft does is offer a replacement while explaining why none of the other existing address types (LLA, GUA, ULA) can serve the purpose.

The purpose is to support Internetworking for Ad Hoc networks. People used to care a great deal about that and still should.
