I think that this is useful and important work.

I think it's a steep uphill battle to get ISPs to pulish an additional
meta-data file about their network.

RFC9632, from Randy Bush + company already is publishing geofeed data on a
per-ISP basis, with RPKI based signatures.  It points to RFC8805 format data,
which is CSV, and would appear to capable of being amended to include the
delegation prefix size that this work needs.

I would urge you to consider an amendment to RFC8805 rather than a new mechanism.

Alternatively, solutions which use reverse DNS have also been proposed in the
past, but I can't find the right keywords to find this.
