I think some people on this list have assumed that when I said we need
to comply with 2401bis that I invisioned changing our references to
ikev2 instead of ikev1.  These issues seem to be complicated because
2401bis mandates ikev2 although it still supports ikev1 as an option.

I want to make sure this distinction is untangled for the group.
