Milestones are completion dates, not commencement dates.  This means
that by March, 2005 we should have completed review of the issues with
kink-06.

draft 07 should have the changes that reflect the concensus of changes
based on the issues of draft-06.

Drafts are easy.  If it were me I'd say we should have a new draft
every 2-4 weeks.  But I'm not the editor.  Please don't get caught up
in draft numbers.
