It's my opinion of WG chair that we already reached consensus behind the
technical direction here when we introduced the PIN expired error rather
than sending back a pin change ticket.
So, the question is one of whether Gareth's proposed changes accurately
reflect the consensus.
Please object very quickly if you have concerns; I think silence is
sufficient for concent given that we already have consensus on the
technical direction.

I suspect this change will require AD approval from the RFC editor. So,
Stephen may want more explicit support than I do.
