This I-D does not specify operations though. That's Greg's point. So we can't specify an operation. A locked attribute that can be cleared is close enough to not an operation, except for the possible need to clear counters (which I'm willing to swallow). Note though that no consensus for anything in this case means consensus to remove all traces of N-strikes in this I-D. I can very much live with that. (Nay, I want the RFC to say that N-strikes is really not what you want, ever, but I'm willing to settle for a picture of the moon.)
