The last consensus posting regarding the L2TP infomsg drafts is in item
2 of http://www1.ietf.org/mail-archive/web/l2tpext/current/msg00762.html

There is an associated milestone in the charter, "WG Last Call on L2TP
RADIUS and Infomsg Extensions". I'd like to query the list to on
refreshing this draft as a WG item, by merging the three documents and
updating them as needed (i.e, pointing the stacking definitions to
tunnel-switching, adding l2tpv3 applicability, etc).
