There is some truth in your statement.

All versions of L2TP assume a network with relatively low loss,
low latency and sufficient bandwidth. After all, L2TP is emulating
a layer 2 link. The more errors/loss on that link, the worse it will
work (if at all).

Note that the term "relatively" as used above is intentionally vague
because there may be applications where higher layers take care of
losses or latency issues. What may be low loss/latency for one
application may be too high for another.
