Terminals have usually setup a value for the L2 timers. If you need
"tweaking though" them, it would have to be done in all the terminals,
which doesn't seem rasonable. And, generally, L2 timers negotiation
(based on frames XID frames) is not implemented. So, "tune timeouts"
is not a valid solution, I think.

That is the option we have been suggested. This means only delivering 
Information (I) X.25 Frames, which would need would need an extension of 
RFC4349.
