Justification for HDLCPW and FRPW

I'd like to suggest a more philosophical than technical question,

Nowadays, many relevant business consider protocols such as X.25, FR or 
even ISDN are obsolete and dead.

In that case, which is the justification for defining new RFCs such as 
RFC 4349 and RFC4591 related to these old protocols?
