PWs in the NGN network

In the ETSI or ITU-T NGN, is it possible the communication between two 
NGN TEs using a TDMPW?

TE NGN <---> PE <--  [NGN network]  --> PE <--> TE NGN


What NGN functional entity should be the PE (Provider Edge which 
terminates the PW)?
