Registrations from ISO 639-3: Part IV

This is the fourth and final set of changes based on ISO 639-3. This
section is "Updates: Name, Scope, Macrolanguage membership, Denotation
changes." Most of these are changes to reference names and additional
names, including a reversal of "Elfdalian" and "Övdalian" that was
previously agreed upon by the RA but not shown in the RA's PDF summary
document.

In two cases, the denotation of a language was expanded to include
another language. The summary document lists the language that survives
but not the retired one(s), whereas in the Registry, we deprecate the
retired languages and make no change to the surviving language (unless
there are other changes, such as the name change for Bom). This can make
it tricky to correlate the changes posted here with the document.

At least one of these items contains characters outside the Latin-1
range. If you have trouble reading them, let me know and I will post an
NCR-ized version.
