Corrections to forms with non-ASCII characters

Here are corrected records and registration forms for three new or
changed language subtags. You should be able to see all of the following
characters in this message (possibly not in the digest):

U+00D6 LATIN CAPITAL LETTER O WITH DIAERESIS
U+00E9 LATIN SMALL LETTER E WITH ACUTE
U+01C0 LATIN LETTER DENTAL CLICK
U+0253 LATIN SMALL LETTER B WITH HOOK
U+02BC MODIFIER LETTER APOSTROPHE

If this still doesn't work, I'll repost these with NCRs.

I assume these corrections will not restart the review period (Section
3.5, page 45) and it is still scheduled to end 2017-02-22 AoE.
