Indeed, which is why I refer to him as Emperor Michael I.  Michael's
decisions can be appealed to the IESG (which has never happened in the 22
years he has been serving as Language (Sub)tag Reviewer), and in principle
he could be removed.  At one point I was asked, not by the IESG, whether I
would be willing to serve as LSR if Michael were to be removed.  I
declined, and replied in effect that he provided a much-needed
intransigence (not to say bloody-mindedness) to a process that would
otherwise be excessively lax.
