ISO 639-3 changes, part 1

Here are the proposed records and registration forms to reflect the
latest changes in ISO 639-3. There is a total of 33 proposed changes to
the Registry (additions, deprecations, Description changes), including
extlang changes for sign languages.

As in most previous years, the changes will be spread across several
posts, organized by the section of the 639-3 Summary of Outcomes
document in which they appear, plus one for the changes that aren't in
the document. This is intended for ease in reviewing.

This series of posts does not include changes to language names that use
click letters. That will be a separate topic, and I'm still waiting for
additional information.

For all of these changes, the review period is normally two weeks and
will run through Tuesday, March 6 AoE. Minor clerical changes posted by
Tuesday, February 27 will not affect the review period.

This first post includes the changes marked "Deprecations (retirements)
from other than a split of a language code element" on page 2 of the ISO
