Re: Click letters in ISO 639-3 and Registry (long)

​We should not hurry with the apostrophe, because it is a material issue
whether to use U+2019 vs U+02BC, which may depend on the language. Any
decision should not be rushed.

We've had some experience with this issue in CLDR. I don't have time now,
but can go into it later. As far as breaking behavior: neither U+2019 vs
U+02BC break when between letters. They do exhibit different trailing
behavior, except where customized per language.
