Final records and registration forms for Occitan variants

Since I have not heard anything as to whether Michael is inclined or
disinclined to approve these 13 requests from back in February, I am
posting full proposed records and revised registration forms for them
here.

The registration forms are modified from the original only in wording
details, as I proposed (on-list) on March 6 and as agreed to (off-list)
by the Lo Congrès representative the following week. So, as I read BCP
47, they should only be due for an additional one-week review (ending
April 19 AoE) before Michael formally approves them, rejects them, or
extends the review for further discussion.

Digest recipients should note that two of the Description fields contain
non-ASCII letters.
