New script subtags from ISO 15924

Here are proposed records and registration forms for three new script
subtags corresponding to code elements added last week by ISO 15924/RA.
The review period runs through Tuesday, September 10 AoE.
 
There was a fourth change made by the RA, to add a Property Value Alias
to 'Kits' (Khitan small script), but this doesn't affect the Language
Subtag Registry.
