For whatever it's worth, vim (and vim, not vi, not nvi) is able to display 
non-latin character, but, you have to:
-have the right font installed on your system
-your environment needs to be setup correctly (LANG needs to be set for 
en_CA.UTF8 for example

-enough pixel. On most setup, you get that by switching xterm to huge font 
(<ctrl>, right click).

On the other hand, vim does not know how to display Right To Left text. 
Funnily enough, gedit handle all of it nicely (see the Ali Baba example I 
had sent a few months ago).


If anything this highlights what Kurt was saying, that in order to display / 
edit Unicode proper tools, editors that know how to, but it also highlights 
the fact that the people who need them tend to have the tools, and vice 
versa, if 7 bit ascii covers all your needs, then chances are you won't make 
a priority of moving to an environment that supports Unicode well, using new 
tools etc...
