I note that the ISO/IEC X.500 folks are currently considering an X.500 extension in this area <http://www.x500standard.com/uploads/extensions/pwp_N14274_PDAM2.pdf>, ballot closing later this month.  While the IETF certainly can ignore this specification (if approved), but doing so would seem to lead to fragmentation within the LDAP/X.500 community.
