The latter; the NDD problem is just a special case of the general problem
of getting things done that "everyone thinks someone should do".
Or rather - one of the angles that I'd like to think about together with
others at LSD2. There are many others (like finding out whether schema
standardization, naming standardization, or access method
integration/interworking are really important issues or not).
