A philosophical question about large directory structures

I still wonder:
It seems that there's a basic assumption that an integrated, world-wide
directory will occur at some time, but not this year.

My feeling is that it won't happen until someone creates it, and nobody
will create it until someone wants to pay for it. Up front.

Who do we expect to pay?
And why will they?

Unless we can think of possible answers, "some time" is likely to be
"not in our lifetimes". I think.
