                     It depends on your software. There is no specific rule
for this. Many boxes enable IGMP as part of PIM. Some boxes which are
targeted for access layer have specific cli to start igmp. Now that you have
a specific cli to start IGMP so it is fair to say that present behavior is
incorrect. You could also design something like: "ip igmp" enables both the
router and host side operations and cli for configuring local groups enables
only "host side". In the previous case a host side cli should enable igmp.
