I'm trying to re-introduce this as it solves the problem of
first-hop flooding discussed in the pim wg. I just sent a
note to the pim wg on this. Have a look there if interested.
I will also ask for a slot to present this in the next pim wg.
In this new revision I've added some text on how it might be
extended to ASM as well.

A few people have submitted drafts for consideration by the pim
wg in this area. The problem statement is:
