As usual, I would say it depends. In my opinion, things in the Charter
should have higher priority than things not in the Charter. But if
they are in the same technology area as the WG, of interest to the WG
members, and time is available, I see no problem with a talk during an
IETF meeting on something not in the Charter. This seems even more
true if the WG is working on a new Charter which usually requires
considering adding items not in the existing Charter. And we do have
time available at the MANET meeting at the upcoming Brisbane IETF
meeting.
