I agree with you, and I working on this for next meeting, as within the
wg119 meeting Roland's comment did not see benefit from it, so I think my
reason was that this WG did use new technology of Radio-Aware Routing (RAR)
(e.g. DLEP) which was NOT mentioned in this RFC2501, but had demand or use
case in industry, therefore the draft 2501bis can be done first and then we
see participants' view,

also in some IETF WGs they are considering other awareness techniques that
are needed to enhance their main WG protocols. As we are looking to enhance
our MANET RFCs to be used/implemented.
