Her DISCUSS has been resolved in version -18.

Such changes in link capacity are modem<-> modem and messages are
provided in RFC 8175 to inform the router of such changes, such as
maximum data rate. The flow control window provides a way that such
changes could be reflected in general or with more fine granularity in
the portion of buffer space available to a logical connection.

The Credit Window Status Data Item provides a means for the router to
inform the modem of the credit status from the router's point of view
and the modem may signal back the correct information. Since TCP is
used between the router and the modem, uncorrected loss on that path
should be unusual.
