I think the correct phrase needs to be something like

"Radio Biterr Rate Data Item is a mandatory TLV containing the chance
(independently) for each bit to be changed in transmission. If you
multiply the frame size (in bits) with the inverse biterror rate, you
get the average number of changed bits in the frame."

Good catch... I have to make sure to explicitly state that we are
talking about measurements (Biterror, SNR, ...) of incoming
transmissions...

They are part of the way DLEP transmits parts of DLEP messages... see
