This is more of an aside, but hopefully of interest,

Cluster heads aren’t the only possible way to do this. There was an interesting piece of work by someone at the Ecole Polytechnique (I think one of Thomas Clausen’s students) on forming OLSRv2 (or it might have been far enough back it was OLSR) domains within a MANET using a form of pressure that would cause nodes to move from a high pressure large domain to a low pressure smaller domain, but also for very small, also high pressure, domains to merge. At least that’s my recollection. Never had time to properly investigate it. And I’m not proposing it as a solution here, just to note at least one other way of doing things.

And then of course once you have divided, now you have to make it work. I know we did (mostly unpublished, there are few hints in one OLSRv2 motivation paper) work on that (we took the division as given, not emergent) and I know others did too.
