I'd like to request a clarification.  Is this requirement met by pointing
default at the Global Internet and letting BGP route the packets as usual,
or is there something more to it?

I suggest removing the second clause, since it recommends a specific
implementation technique.

(As an aside, I remember a fair amount of Academic research on the subject
of hierarchical routing in mesh networks back at the beginning of the
century.  I don't know if anything practical came out of it.)
