The 1970s and 1980s DARPA Packet Radio Network (PRN) and Survivable Adaptive Networks (SURAN) programs researched and prototyped many aspects of MANETs.  They focused on all layers of the protocol stack but especially the Physical, Channel Access, and Networking layers.
