I do not understand what problem this draft aims to solve.  The pure
reactive case cannot possibly work.  As to the hybrid case, I am not aware
of any evidence that would indicate that it improves things.  I would
therefore have liked to see experimental data (or at least simulation
data) that indicates that the hybrid case does serve some purpose.

I therefore abstain.
