Donald, this draft version addresses some of the IETF126 comments and cites several important RFCs. Importantly, it also adds a new problem #1 which is the tendency for MANETs to partition and merge.

Since IETF126, Lou Berger's questions on the need for an overlay have been asked and answered on the list. The issues and resolutions appear in the issue tracker found here:
